who is portrayed in the cartoon at the beginning of the film that appears immediately after the phone receiver slams down, and what does he say? he seems to resemble the man in the casino, but i'm not sure.

You're right, he's the croupier from the casino and he says "Rien ne va plus" ("No more bets").
