Actually, Lucas himself has stated that Palatine was deformed by sith lightning I have seen were Ian states it a true appearance and with that he either misunderstood or made up his own explanation. It is similar to Leia remembering Padme, having to make up something to rationalize an inconsistency.Their is no precedence or demonstration that validates such an ability. And give me the whole fingernail and teeth thing, he simply added those aspects to make his appearance seem more cartoonishly ghoulish. There are a lot of contradictions that dispel the idea that he always looked like that. Why hasn't he ever demonstrated such an ability prior to that scene? Well, in the original Return of the Jedi, we could actually see these dark 'worms' moving around the top of Palpatine's face, as if he was some sort of shape shifter. It was crazy weird. Eventually the Emperor 'worms' were removed for the DVD and Blu-Ray editions if memory serves.
I mean in the PT he goes back and forth from human form to ... geriatric burn victim form.
He never went back and forth. He just wore his hood over his head when talking to people as Darth Sidious, he wasn't burned, you just don't see all of his face. Not sure why you think that happened.
