I also wondered about that. It looks so genuine, and it definitely does not look like Mulder. To fake identity successfully, even from behind, you need more than just someone's clothes. You need to walk like they walk, gesture the way they gesture, and make sure that you have some kind of beard, if they are supposed to have a beard.
And I thought Mulder DID have some kind of a fake beard - and was surprised to see that he suddenly didn't. But this movie is so full of this kind of implausibilities and non-explained things (how did Scully get out from under the table? How did Mulder and Scully get back home from antarctic (or was it arctic?), were there lots of cell phone masts there in 1998?, etc. etc.)
A very goofy movie.. full of goofs, I mean.
