It's half a pretty good movie. It fails well before the ending. Your dividing line is the execution of the two Navy officers/conspirators.
It started off so promisingly as a modern film noir character study of the relationship between the crooked but loyal cop, and his straight-laced Navy friend. Then becomes instead just one more Hollywood "we hate the morally bankrupt military-industrial complex" screed.
I saw this film originally back to back with "The General's Daughter". Both movies followed exactly the same political premise to the detriment of the story, even down to the suicide finale.
Cage, Sinese, Gugino, and de Palma. That's a lot of talent to waste on such a misfire.
