What was Davids plans? Spoilers

Saw the movie for 2nd time after seeing it long ago. I'm wondering what peoples opinions are on this. It appeared to me that David was in fact inlove with Emily. Seeing how mad and upset he was at seeing Stephen with her the day she blew him off and by the picture she had of her in the train cart.( even after he though he would never see her again) But, naturally, since he agreed to the deal and had the other guy to do the dirty work, couldn't have cared about her that much. But that's confusing. Lets say Stephen never approached him with the plan and Emily divorced and started a life with David. Are we to believe that he was doing it to marry her and get her money? He had a history of doing this with other rich women. Was he scamming her?

"That is rather slippery of you agent Starling"

I believe he had some feelings for her. Just not enough to go to jail for his own crimes.

But he was an opportunist, and would have enjoyed her wealth too.

He did love her; he was distraught because he thought she was in the body bag (even though it was kinda big). But the money was too good to turn down. I think he would've probably loved her even if they couldn't be together because he kept her photo. And every so often, he would've gotten more money from Steven for the tape. If there had been no deal, he would've had Emily and the money, too. Lol.

Like many movies, the writers failed to give us someone to root for. I suppose Emily was the hero, but she was a hero who was a trust-fund brat who was out cheating on her husband, and ran to mommy with her problems. The two men were murdering scum. I was hoping the cops would bust them all.
It's extremely unbelievable that Viggo had a long track record of conning women, but then all of a sudden with Emily he's in true love and not trying to con her. If so, then he would have come clean a long time ago about who he was. And he certainly would not have set up his "loved" one for murder. It's kinda funny how people think Viggo was really a nice man in love.
His plan was to get as much money as possible from Em.
