How is Ambrose rich since the beginning?

if he is just an IMF agent, how is he rich since the beginning, having a mansion and a lot of henchmen

I've always wondered this too. It's not like government employees are pulling in 7 figure salaries. It's like the film wants Ambrose to be half rogue agent and half Bond villain.

At least in Goldeneye they gave Trevelyn 9 years to build his criminal empire and subsequent wealth.

Scottish people are renowned for being really tight, he probably built up his fortune by never buying a round and never putting in the charity box.

But then how come James Bond doesn't have a mansion and a lot of henchmen after being in the biz for more than 50 years? :)

Maybe land and real estate is rather cheap down in Oz; and maybe, contrary to what the other poster suggested, his henchmen only stuck around because he does buy them a lot of rounds (of the cheapest beer available).

I think it's suggested that Ambrose is corrupt and hence he and his henchmen always have a little profitable side-show during his IMF missions.
