Not sure about the Rising part but the Mercury was the name given to the crytographic code that was being developed by the NSA. The title may just be a play on words referring to mercury's properties in displaying temperatures as they rise, as in the mess they got themselves in by trying to wipe the slate clean of anyone who knew about the kid and his ability to crack their super code.
