Can someone that just have been shot in the forehead, make a phone call ?
I suspected that he had 911 on some hotkey, but still ?

Actually, if the bullet doesn't fully penetrate fully into a person's brain, some minor & minimal motor functions are still possible. I don't know if he'd be able to get as far as dialing 911, but I think it's at least possible. There have been stories of mortally wounded people (including decapitated ones) walking around for a few moments & even in very rare cases speaking (obviously not the decapitated ones).
