Apart from that fact: There are big psychological reasons why they didn't gag him, or why they "didn't think of it". They mainly stem from two things, their inexperience and their cockiness.
They wanted to hear what he had to say in response to their gloating about what they'd done to him, and it makes them seem more ballsy if they actually allow him to talk back. Allowing him to speak was their way of acting like they weren't afraid of him, when of course they actually had good reason to be.
They also knew they needed him to basically guide the whole "handover" really. So why not just give him a free "hand" (or mouth). This is all part of the foolish basic idea that they were hoping to use his connections against himself but the plan depended on him losing all his willpower just cause he was tied up.
Also cause they were in basically a mansion, they didn't need to gag him cause he could make all the noise he wanted, apart from when the rent-a-cop showed up. it was them showing off their sense of untouchableness. Those in a smaller house with neighbours would need to keep him quiet.
