HowTF is Johnny supposed to go to Harvard scoring in the low 30s on his math exam? The movie seems to go out of its way to show us that Johnny is not exactly the sharpest tool in the shed. Yet his father some how thinks he is going to Harvard? Does Harvard like become a tech school like Devry or something?
Maybe it is so that if you have enough money you can get into any school. After all, didn't Bush go to Yale? For us little people though you could have a 4.0 GPA and there is still a good chance you won't get accepted.

in the shower scene one of rico's friends actually says he joined up because he got grades good enough for harvard but it was too expensive without the federation paying for it. 'course, then the smart guy goes and bites it in the invasion.

We live in a society where NBA players have been to university because their playing skills, not their math skills. To add to that Rico's family was rich. You see this on TV everyday, they even made a mockery in South Park when Cartman visits University of Boulder Colorado to find out how they manage to not pay their Athletes (slaves)

Yes, but not Ivy League. There are many so-called "athletic schools" which offer scholarships to athletes with the focus being their athletic ability but Ivy league focuses on academic ability.
