In some documentary of this movie, Verhoeven said that the society in this movie always needs an enemy... and that this movie is PC-cuck propaganda (not in those words, but he sugarcoated it).

you are right. its a militaristic society full of soldiers. those who serve gain citizenship and advantages over the other non citizens. fascistic societies like these rely on a constant enemy. its show how the broadcast executions of criminals. theres always a threat, internal from social deviants, and externally from bugs.
