There are more "small" continuity problems when you watch the movies in a marathon.
But yeah, you are right that's a plot hole.
Still.. in the world of M.i.B. they could find a way to explain it. Like Kay neutralising himself about Jay's existence so he has no chance to accidentally alter the timeline by interacting with Jay before he's supposed to.
Kay could just be a really really good liar, which he has proven on multiple occasions, so the reasons he gives Zed for hiring Jay: runs real fast and the out of the box thinking are just excuses so he won't have to say to Zed: "oh yeah, I met that sport when he was a kid. Basically he's already an agent"
