Why are those police so thick ?


I have noticed that police in movies have got IQs of pheasants, particularly this movie When they were looking in Mrs Hess' house and the black guy looked up at the ceiling where mr Beaupre was and he said "nothing" and he was very clearly visible.

It would probably be messing with the plot of the story if the black cop had seen and caught Mr. Beaupre in Mrs. Hess' house. Although the other three crooks (Mr. Unger, Mr. Jernigan, and Alice Ribbons) would have still not been caught and would have been able to continue the search for the chip and battle against Alex, having the boss (Mr. Beaupre) in custody would possibly be messing with the plot of the story. Besides, if Mr. Beaupre had been caught at that moment in Mrs. Hess' basement, the police and FBI, etc., would eventually have forced him (during interrogation) to give information about where his partners are (in the house they were renting in the movie) and this too would be screwing with the plot of the story. This story is about Alex being home alone during the day (during the work/school week) with the chicken pox and battling crooks who are trying to get a computer chip from him that accidentally landed in his possession, thanks to the airport luggage screwup in San Francisco and Mrs. Hess' giving it to him as a present. Yeah the black cop did look up and I would have saw him in that angle in a clear shot.
