I wonder why the film was not given a Blu Ray release and cleaned up since the video quality is rather grainy on the dvd.

You can rip the DVD to a higher resolution or play it on a blu ray player (upscale it)
Probably cause the 3rd one isnt as "famous" as the first 2 try looking for a hd digital copy

You can catch it on Disney+ if you want it in HD.
