Why was Robin Williams billed first on the poster?

Like I understand he was the bigger and more known star at the time, but Damon is the main character Williams is supporting, so he should've been first billed. His characters name is in the title for God's sake.

Movie posters are intended for one thing, advertise the movie to get people to see it. Having the well-known star featured is part of that. Sometimes what is shown historically on the poster has had little relation to the actual story.

This is a long tradition in Hollywood. Movie posters aim to get butts in the seat. Somebody in a starring/important role won't get top billing if they're not the biggest star in the film.

Look at Superman-the Movie. Christopher Reeve played the titular character, yet he received only third billing behind Marlon Brando and Gene Hackman. Brando and Hackman were both superstar, Academy Award winning actors.

Think Jack Nicholson and Michael Keaton in "Batman"

That implies that Damon was also a star, but of less stature. Prior to GWH, Damon had only had a single meaningful supporting role in a successful film. He wasn't a star at all. You simply don't top-bill nobodies over established stars and crowd draws.

You mean why was a legendary actor/comedian who'd been in the business for 20 years up to the time of the movie billed first rather than some nobodies from Boston? 
