Why did the guy stare at Joe weird when he said that?

Could you put that in a bit more context. I can't quite recall the dialogue in question.

There's a moral to this story Del Boy but for the life of me I can't find it!

The agent from Washington called him Joe.
And Donnie says. Donnie, call me Donnie. I don't want to get confused.
And the agent says, I know what you mean pal, even I have trouble remembering my name sometimes.
And Donnie says: Yeah? Makes it hard to cash checks.

My take, was that the agent was trying to play like he is a friend of Donnie, both being on the same side. And Donnie said what he said realizing that this guy is not in the trenches like him, he just cashes his paycheck every week, and lets guys like Donnie do all the dirty work.

Ah I remember and you're right. I think the guy was actually his boss. At the time I remembered it as being Donnie's first example of starting to show a hint of insubordination as a result of how deep he was getting into his character.

When you cash a check, you need to provide ID. If you forget who you are, then you could use the wrong ID.

This was Depp being nasty and drawing a line. Did you notice how he said "I'll let you know" the FBI guy was offended as if to say "Let ME know? I'm your boss".

I think he was rebutting the guys attempt to sort of "feel is pain." For a supervisor to get so confused he forgets his own name probably doesn't happen, and if it does, has nowhere near the same consequences it does to Joe. I think his words were meant to imply that all his supervisor did was sit in an office and cash his paycheques with not idea about real fieldwork.
