shareOne of the FBI technicians announced having difficulty with the tape while Donnie and his supervisor were arguing about financing the boat. Instead of helping the technician Donnie rips out and slams the tape against the wall, demonstrating who is is in control at the moment.

More specifically the technician has just informed Donnie that the tape they expect to contain hours of information has malfunctioned and is in fact blank meaning Donnie has spent hours of undercover work with the scum of the earth for no return. No amount of 'helping the technician' would have accomplished anything. The outburst is a turning point in the movie demonstrating that the operation is starting to make him lose it and the stress and frustration is sending him out of control.

That or he is ticked that a) he is wearing a wire in his boot and if found he will be killed and b) what l just said as well as the thing not even working on top of it all and c) his frustration with his FBI superiors and stress with his situation. People slam and break things that don't work properly all the time. Imagine the stress if it was something that would get you killed if it was found and then it doesn't work. I would probably throw it against the wall too.
