So if Paul didn't think anything was wrong then why send Harry at all???
Paul was the one desperately trying to get Harry on the phone, then when he arrives to work he's the first one to tell Harry "we've got some activity at Dante's Peak".
So Harry goes to the town, finds all this evidence of a potential problem and finds the two dead bodies and when he is ready to get the town evacuated Paul is the first one to show up telling him everything is fine.
So when your computer thousands of miles away is showing you the peak is rumbling you feel important enough to send your best man for the job, but when he comes across burned trees, dead animals, toxic water and the two bodies in water that would melt a hot tub, suddenly you are not concerned?!?
