This was a 15 in the UK in cinemas then was uprated to an 18 for video.

Why?

It’s so tame I’ve seen 12 rated films with far more brutality, like Casino Royale or War Of The Worlds. Yeah yeah it’s all about how much blood is shown - but there isn’t even much of that. It’s especially weird when very violent 90’s actioners like Cliffhanger are rated 15.

Is Con Air the most weak sauce 18 rated film ever?

There’s an attempted rape scene and a lot of F-bombs

Midnight Run is another weak sauce 18, was a 15 in cinema. A well natured action comedy with lots of strong language, no violence, gore, sex, drugs etc an 18 is harsh to say the least. Con Air is stronger but I agree not 18 level.
