Lots of mediocre films receive nominations in lesser categories. If the top contenders for best picture, lead actor and so on were nominated in every category it would probably upset people.

I love Face/Off and The Rock too. Great movies! Nicolas Cage was on an all time action movie kick back in '96/'97.

A terrible film can be the best of its year in a given technical category.
Several bad films have been awarded with Best Special Effects nominations, for instance, and have deserved them.
Con Air isn't even a terrible film.
