Good question.
I remember reading that in the original screenplay, written by Mike Myers, the fembots are identified as being "multi-ethnic". It was not until later in pre-production that the decision was made to make them not only blonde but also virtually identical! If Myers' original vision had been followed its quite possible we would have gotten a caucasian fembot, a black fembot and an asian fembot, among others. Imagine that, would've been interesting ...
Its quite possible that the final casting decision was made to bring to mind Nancy Sinatra who also sported blonde beehive hairstyles, go-go boots and, above all, was a prominent sex symbol during the sixties. Not sure if she was the only inspiration as far as appearance was concerned, but its hard to think otherwise after seeing photos of her in her prime. All the elements are there.
