... a direct parody of this film. Is there any evidence to confirm this?

Flint was actually a take-off of James Bond. Hollywood's "answer" of an American 'hero' to the British super-spy.

The Austin Powers movies are really a send-up of the early Bond franchise, and by extension, Flint. It takes the best - and worst - of both and parodies them, however, over 95% of the jokes are aimed at the Bond franchise, specifically all Connery ones.

I just got around to watching a little bit of "Powers" for the first time.
In the bit I caught, I noticed one specific "Flint" reference. When the Michael York character calls Powers via AOL (soon after Dr. Evil decides on the $100 billion ransom), the phone/computer ring is the one you hear in Derek Flint's groovy pad / HQ when his "hotline" rings.
