So when the plane touched down I would think soldier’s first course of action would be to shoot out the engines. Sure that might toss the people inside the plane around a little bit but that would have prevented the terrorists from getting the plane back in the air and in the long run it seems like it would be worth it.

But wouldn't the terrorist just start executing hostages, as seeing a no-way-out scenario?

They would then have a standoff, but at least the plane wouldn’t be in the air. The Americans would be in much better position had the plane been on the ground. Also the terrorists were just going to fly the plane to hostile territory.
