What would happen if Radek was released?


I know that Defense Secretary Dean tells Bennett that if Radek is released, “all of Central Asia goes up in flames”, but what does that mean specifically? Would there be no way to stop him? Dean also mentions that if Petrov releases Radek, his government will fall, and that if Marshall tries to capture him again, he’s going to find Radek in Moscow. Is he implying that Radek would overthrow Petrov? How would this happen? Can anybody shed some light on this?

I think Radek despised Central Asia for their independence from Mother Russia.

With a nuclear arsenal, Radek is psychotic enough to use it and would be able to hold the Kremlin and Central Asia hostage. He has little regard for human life having slaughtered 200,000 men, women, and children during his regime so he wouldn't hesitate to destroy Central Asia to force all of Russia to surrender. Dean probably knew Petrov is not the kind of world leader who can stand up to a psychotic like Radek which is why he needed the US to help capture Radek in the first place.
