Exactly Jen went out of her way to be friendly towards Joey when she could've been friends with anyone in the school and tried to improve their dynamic several times. Jen just wanted to have friends and be apart of something. Joey didn't want Jen to date and then they couldn't be friends either without Joey feeling "replaced". Or when Jen starts hooking up with Pacey naturally Joey begins to like him or dating Charlie (who of course fell for Joey when Jen wasn't good enough) after he treated Jen like dirt, etc. Joey was the worst friend on the show by a huge mile. Dawson was pretty bad when the show started but he changed for the better. Joey just gets worse and still gets a good ending.
