Worst: The Body

Dean Batali/Rob DesHotel
Best: Phases
Worst: The Puppet Show

Marti Noxon
Best: Surprise
Worst: Bargaining part 1

David Greenwalt
Best: Angel
Worst: Teacher's Pet

I excluded all those writers who have written 5 or less episodes.
