Bad Eggs can't be skipped. No, seriously. It's a CRITICAL episode for Angel's character development.
Without watching this episode, you don't hear him say he can't have children, which is repeated prominently in the breakup speech in The Prom. And then Trevor Lockley's comments about him not knowing what it's like to be a father, his desire for a family in War Zone and finally having Connor all mean so much less. Those scenes between Buffy and Angel really can't be skipped.
In fact, it might be one of the most important episodes for Buffy and Angel of them all. There's more to this episode than a Monster of the Week take on Sex Ed. Their relationship woes are the opposite of the usual consequences of teenage sex (rather than pregnancy, it's the acknowledgment there won't be). Their problems are more adult and future-focused, and this is just one example. This is the episode where Angel asks Buffy to think about her future in a year or five years from now. Angel is the only boyfriend of Buffy's who ever makes her consider her future, even if she never likes to acknowledge she has one. The Mayor and Joyce's comments in season 3, along with Angel's own, pointedly mirror things Angel himself said long before they ever slept together, most prominently in Bad Eggs (in fact, he was saying things in 1x07 that appear in their eventual breakup speech).
Don't skip episodes. I mean it. Each one has something meaningful that will be referred to again or mean something to the characters' developments. I may despise Beer Bad so much that I've only ever watched it about 3 times ever, but even I can acknowledge it at least has Parker getting bopped on the head. Which is about its only redeeming value, alas. At least Where the Wild Things Are has Spike and Anya bonding and a Felicity hair joke that reminds me that I'm old enough to remember the media outrage around that. LOL.
None of the seasons 1-3 episodes should be skipped. At all. They all have key character arc material. Beer Bad is the only one that is legitimately difficult to sit through for even a lot of diehard fans, to the point where Joss apologized for making it.
