I don't think that Shaughnessy had anything to do with to do with the Archbishop's death. I think that was merely a side story in order to make you think that Shaughnessy actually did it, but he in fact was innocent while Roy did the deed. I don't think there was a connection between them at all.

Also, i'm pretty sure Vail got $600,000, as they said he gets 40% commission on $1.5M

The way that I saw it was that it was Joey Pinero that they pulled out of the river, and probably some crooked cops killed him off. Since he wouldn't leave the state, as the DA wanted, they wanted to get rid of him, one way or the other.

It couldn't have been Roy, as he was locked up at the time, on trial.

The DA had WAAAAY too much concern for a small time ALLEGED crim than was normal, so that question is left hanging from the very start, ie WHY

as it starts the DA has already done a botched assassination of Pinero, who hired Vail to do a compensation [or attempted murder?] claim against the DA himself [ie where the buck stops].

we can assume the same black judge went easy on DA and case dismissed

we see first scene where Vail has mounted an APPEAL and of course DA would have little control over a Full Bench, SO he wants to do an out of court settlement [with public money mind you] and tells Vail to be in office in morning

it goes through but Pinero will not leave town so ShawnAssy tries to bribe Vail at lunch to no avail [npi]

finally DA hires BETTER cops to do a better job via concrete boots, and of course DA office refuses to investigate.

Vail comes in back door by calling ShawnAssy to the box and does just that ie saws his ass off

we are not shown if he gets to charged with murder etc but we can be sure he is no longer DA, and you can see he knows that when Vail says "that was for Joey, *beep*

I think that about sums it up. The movie doesn't spell out all the details, but Shaughnessy's problem with Piniero was centered more around his not playing ball and helping out with getting that land development through, than it was what he did criminally. The actor that played Piniero really beefed up in the years between playing Tony Montana's buddy in Scarface and this.

Lol itd was driving me crazy trying to figure out what I had seen him in so I looked him up on here. Bingo! Don Eladio. I liked him a lot better as Joey.
