I think the guy's he is talking to in the bar, the ninth green at nine lot, they were ahead of him but now Shooters just gotten into his prime and is the form player.

The other golfers were better lol. Pretty simple answer. Obviously Shooter has been playing for years and was in the tournament when the other guys won their gold jackets, he got better each year and then the year for the movie is where he pretty much knew he could beat all the golfers competing before Gilmore joined.
