Not how it works
When you have two people essencally dying and you have to choose you must take the one that has a better chance of surviving. Time is essential and when it comes to saving someone you must choose the one with better odds. The film says the man with the gun at the beginning of the film would have been ideal but in reality Hugh Grant's character made the right choice. It's sad but thats how it goes.
