Question about Judith (red haired female doctor)

When Hugh is leaving a message on SJP's phone, Judith is shown to pick up just as he hangs up. She seems to be wearing pj's so obviously it wasn't a work phone. It doesn't make much sense for the two women to be room mates either..Sarah is shown with her brother when Hugh arrives.

Furthermore, it becomes obvious that Judith was the one who has called to prompt the detectives to investigate TriPhase and search for Hugh (they say so when questioning Gene Hackman). What I don't understand is why it had taken them so long to investigate...or why Judith hasn't called earlier? Hugh has spent at least 24 hours in the facility.

I thought the message was left on Judith's phone.

I think it may have taken that long to identify the facility. Remember in the first half of the movie no-one Guy asked knew any thing about TriPhase. I didn't really see that as a problem. What I thought was somewhat unrealistic was that an organization as large as TriPhase with such a big staff, could be kept semi-secret along with the nature of its work.
