how did they get scholarships?

I know in the novelization it says the school board voted to award the team scholarships in order to win a JV champion banner, but how did the idea of scholarships come to the ducks? Did the board specifically decide to offer the scholarships to them, or did Gordon ask the board to consider it, as he had been a former student there?

I think maybe the school had heard of the Ducks from the Junior Goodwill Games and realized that most of them lived in Minnesota so they decided to offer the whole team scholarships. Also Bombay might had given the idead to the school seeing as how he was a former student and knew that the school would be good for the Ducks.
