If the evidence already existed


to prove the complicity of Rollie Wedge and others, why weren't they arrested at the time of the original investigation? Why did the guy from the FBI wait so long to tell Adam about it, let alone anybody else sooner? Not to save Sam, but to arrest more of the people responsible.

It's implied that Sam was acting on orders from some secret society but clearly not anybody in charge at the FBI.

Just doesn't make sense to me.

The society in question was the Mississippi Sovereignty Commission and they were anything but secret. You can read about them here.

In the movie the files containing the evidence were protected by the commission using legal loopholes.
