2. At the very end when the cop's telling the guy in the car with the hook hand to back up, what was up with that? First of all, why was the killer there and why was he going forward? The cop could've noticed the hook and shot him before the killer could strike, of course being a psychotic murderer as he'd have to be, that might not have registered in his brain, but it still doesn't make sense.

The stuff repeating was the scene when the girl got decapitated by her father. Kind of trying to throw you off to show you she's not a ghost I guess.

There was no killer. The kids except for Cliff died in the car accident and they were trying to save him. All the characters from the stories were part of the crew trying to save him.
I guess that last part was to say that that particular 'urban legend' was true but I don't know.

As far as the scene repeating itself, it has to do with a Residual Haunting.
Residual - It is believed that a residual haunting occurs when an entity visits the same place and performs a repetitive act. The entity is not cognizant of any living persons who are present within the area and often times is not aware of its surroundings as we see it today. These types of hauntings typically occur after a tragic event and the repetitive acts display a portion of the event as it happened. There are times, however, that the residual act is of a mundane act the individual repeated often in life. Generally these types of entities are not considered an actual ghost, but an imprint of energy left at the location due to the tragic event.
