If Chip didn't actually work at the cable company then why was he sent out to install Steven's cable as well as the other preferred customers?

The preferred customers all come from when Chip did work at the cable company. He was only fired six months earlier. That's (presumably) why he tells people to call his private line rather than the company, as they wouldn't be able to get him if they rang the legit number.

As for how and why he shows up at Steven's I don't know for sure. Maybe he monitors the radio and shows up at places when the real guy fails to show up?

It shows him hanging off the telephone pole at the one scene possibly indicating he may have knowledge with how to tamper with the lines, and I'm sure he intercepts the calls and works on the people.

Also remember how the cable guy was '4 hours late' wich to me suggests at some point Chip intercepts the cable request/order, and goes himself.
