shareMy guess is that Chip is institutionalized once the other stalking allegations come out in Court, and stays there a while if not for the rest of his life. He has major and deep problems from an improper raising and other issues.
I say Steven probably goes and visits him every once and a while and stays in touch that way but they never become close friends again. Chip prob meets some girl like him in the nut house and hopefully they can stalk each other and not harm others, but stalking the guy on the helicopter is a possibility if Chip gets away somehow.
As for Steven and Robin I don't know if they stayed together or not. They either got married or broke up all together. They were both horrible people so they may have been right all together and Chip was right all along.

Considering that Chip sent him to jail, got him fired from his job, and kidnapped his girlfriend I don't think Steven ever really "forgave" him--he just told him that at the end because he knew that Chip wouldn't be bothering him anymore where he was going.
