I believe so. He's Steven's actual friend, and he mocked Chip after Chip made the heartfelt comment about feeling like he'd "known [Steven] his whole life."
Besides...he'd never made a slam dunk before.
Also the guy broke a rule and everyone was like "Whatever" making fun of him.
Chip wanted to play by the rules but when they mocked him, he broke ALL the rules, I know Chip comes off as the crazy one in there. but they should have not mocked him for calling out the rule breaking the guy did
Rick was always watching Chip and wasn't fond of him from the start. He mocked him for being weird and odd from the start and Chip didn't like it. The "oh that's so sweet.." bit made Chip get irritated and later led to the dunk. That was the purpose, to get Rick back for that jest.
At the party Chip went to irritate Rick a little and it all did was to make Rick open his mouth and let it out he was on to him. Chip didn't think it would matter but that started his downfall.
Then comes after Steven gets out of jail where Rick more or less puts Steven in line for being so allowing to Chip. He knew from the start he wasn't right. I wouldn't say Rick was jealous of Chip but Chip def was of him. If he and Steven ever would have became serious friends Rick never would have gotten along with him.
