I like this movie because:

I like this movie because it makes living in a bio dome with Pauly Shore, Steven Baldwin, and Kylie Minogue look cool.

I like Pauly Shore because he is a positive up beat guy, sure dark brooding loner types seem interesting but they drag you down with them. People that are upbeat ( though might be obnoxious sometimes ) tend to rub their positivity off on the people they are around. He also seems very sincere in his character. If this is genuine or from acting I can not tell which either way lends to what I appreciate in actors.

It's not a great movie but I think people over react or something it's not as bad as Jerky Boys the movie which came out the year before. And it's not as bad as half the armada of Saturday Night Live based comedy movies like Deuce Bigalow, Baby Moma, You Don't Mess with the Zohan, Night at the Roxbury, or about a dozen other movies i find completed unwatchable.

I would rank it somewhere below but close to Jay & Silent Bob Strike back in the grand scheme of movie rankings.
