Love movie length eps in season 13 (can't stand suspense of serials), but by 10pm on Fri nite I get a bit dozy, so lost the ending a bit.

Was Phil a real undercover cop or not & was DI Neill corrupt? I had believed him as spooks & the "normal" police usually hate each other so much (in TV-land anyway) that they would do anything to ruin each other's oppos. Ghost Squad is a prime example.

No, Phil was just a fantasist who manage to draw a number of people in; not a police officer at all. Despite the picture initially painted, DI Neill was an honest cop, just as Janet told Leo.
