I would say not. She's had three kids with Raymond.

Debra was portrayed that way on the show partly because it hearkens to Ray Romano's comedy routines (upon which the show is loosely based) and partly because Ray himself was such a dope. Debra was tired, worn-down by Ray's parents, and repeatedly exasperated by Ray himself behaving like a twerp or a child, being a pushover, or just a jerk. At the end of the day, it was probably hard for her to be in the Mood, particularly given that sex drives often decrease with age (not that Ray and Debra were old, but they weren't in their 20s anymore).
I can definitely attest, from experience, to the fact that men's and women's sex drives don't necessarily decrease throughout their thirties and forties, the age range of Ray and Debra. If she doesn't want any, it's most likely her personal thing, not her age.

shareIndeed I believe the way she portrayed Debra definitely alludes to her being asexual or very least having no sex drive. This is obvious with the amount of times she seems uninterested in love making. I remember one episode when they got into bed she sighed and said something like "Well let's get it over with".

A lot of scenes were about Ray wanting to bag Debra's bones and getting shut down for comedy sake, but if you pay attention, she would sometimes say that he had just gotten some.
There were also a lot of scenes with Debra being the aggressor.
