Why would Tommy pass off Harry and Sally as his siblings. For all he knew the Richard Solomon who he replaced had no siblings. To me that's a big plot hole.

I think technically it wasn't a plot hole, since the family hadn't spoken to Dick's "Father" after he chose to be with Dick's "Mother" and wouldn't know about any later children the two had.
