I'm sure when I watched this originally, Guile Sonic Booms the hut to which E.Honda makes an exclamation about it. Yet in the version I have, there is no response from E.Honda. This version also shows Chun-Li's breasts in the shower, so it doesn't appear to be a cut one.

I've seen nearly all versions of this movie - and I'm extremely sure that Honda doesn't say anything about his destroyed hut. It would have been quite funny though!
So after all I must say YES, unfortunately you are making this up. Maybe it was in a dream?
