He does. Its just a shot of the outdoors and there's a wall with Akuma sitting near it. In fact, I think the only reason that shot was in the movie was just for Akuma's cameo.

Street Fighter Alpha the movie and Generations (Which I think is a little different). He's under the name Gouki in the Alpha movie though.

Generations is awesome. Especially the animation of the Hadou-ken. 45 minutes was just not long enough :(
