The Colonel had fought in an extremely brutal battle of the Korean War at the Chosen Reservoir. It is one of the most brutal battles ever. Not only did he defeat the enemy, he took scalps, cut off their faces, did some very barbaric things to win. Gabriel wants him for his knowledge of battle and brutality because his Angels lack those abilities in their war with the other Angels. Gabriel wants to use his brutality and military experience to lead his Angels and teach them the brutal tactics to finally win the war. The girl starts to show some of the Colonel's knowledge when he's "possessing" her near the end. When they arrive at the place for the Indians to perform the ceremony to get the soul out of her, the girl mentions (in a slightly different voice meant to be the Colonel) how the spot has only one approach, has a water source, etc. Factors that a military commander would look for in choosing a place for a last stand. It shows the tactical knowledge the Angels were seeking that only some humans have and Angels don't.

You are right about that part. They didn't need to include the skin masks or the scalps. If they simply had just shown archival footage or if the detective had told the woman the significance of the battle, that should have been enough. Just being a survivor of the "frozen Chosen" should have been enough to show the Colonel was a bad-ass.
