A coastal town?

How can you build a mine at a coastal town? I thought all mines had to be miles inland because if you tried digging anywhere near the ocean it would flood from underground seepage. The only Nova Scotia mine I know of personally is Springhill, and that's about as far inland as you can get in Nova Scotia.
