Simply the finest expression of cinematic art

As an expression of cinematic art it works very well and I am not surprised because Mike Figgis is a massive fan (or at least was) of Jean-Luc Godard and he is 'cinematic art'.
No, not at all. It's obvious that the writer or director wanted to add some drama so they put in the rape scene which doesn't match with the rest of the film or even make much sense. As if the girl's situation wasn't bad enough already
