When that underage hooker/thief propositioned Ben, he says, "Okay, but only because the concept of surrender fits in with the big picture right now." Do you think she understood that? Did you?

In the book, Ben thinks it, and doesn't speak it out loud like he does in the movie. It only means that he agrees to pay the for $20 for the room, even though he pays the hooker $100 for her services and would expect the room to be included in the price. It is not important for the plot at all.
