at the start of the movie a gang is shooting out the window and killing people in the street, then Dredd shows up, standing out in the open with bullets bouncing off the street around him, and he says "the maximum lethal range is 200m" uh, you sure about that bro? Because I'm pretty certain they just killed a guy right next to where you're standing less than a minute ago.

Since they're firing down, they effectively have no range limit, since they keep accelerating after leaving the barrel. Street level would be quite lethal indeed. Kind of the whole point of having the high ground.

I think by "maximum lethal range" he means the longest distance the bullets can travel to kill someone. The bullets might hit them at 300 meters but they wouldn't be lethal. Keep in mind it's all tongue in cheek and it's meant to be taken literally.
