Is Simon Gruber's army descended from Nazis?

They seem to speak and act in a very efficient, clipped, and militaristic fashion if they aren't. Or do Americans perceive European bad guys as being as bad as them?

They're probably ex-military or mercenaries. I think Matthias Targo was supposed to be a former Hungarian officer.

Germans in general are kind of known for those qualities, even without the Nazi comparisons. They're just a very efficient, organized, and regimented culture.

No, they weren't Nazis. Just very stereotypically German thieves.
