Simos has more morality than the average action flick villain.

Apparently unlike his brother, his dislike unnecessary Killing and when he hold up the bank he try ton make it on a bloodless way not killing anyone, except the guard who deny surrender, even when the girl killed him, he shows not to agree with the mercilless stabbing on the guards body.
On a certain moment he orders to his men to leave free Zeus without any harmming.
He does not put a bomb in a school because he considered himsel "a soldier" not "a monster".
He agreed that his more violent bloody and cruel brother Hans is an *beep* maybe because beinga soldier with a moral code, he dislike his brotherĀ“s brutality.

You can't say though that nobody died in the bombing of the department store at the beginning. Plenty of cars were blown away in that. Also the later part where he calls his brother an beep was just him not falling for John's trick. John only said that to get a rise out of him so he and Simon would fight to the death with John winning of course. Simon saw through that and just laughed and said his brother was an beep because he didn't want to fight John and lose his life like the way his brother did.

The bomb on the subway, which was supposed to go off anyways to trigger the Wall Street heist, would've killed a lot of people if it went according to Simon's plan.
